While the EU Tax Omnibus package is still at the proposal stage, some of the suggested changes could have a significant impact on the Romanian tax framework if adopted.

Although the legislation transposing the EU Pay Transparency Directive (EU 2023/970) has not yet been published in Romania, for many organisations this waiting period should, in reality, be a preparation period. The transposition deadline of 7 June 2026 has already passed and the draft law is currently undergoing the parliamentary process and is being debated in the Senate.
Given the high level of detail included in the draft law currently under discussion, organisations already have sufficient guidance to move forward with their compliance efforts. The publication of the law should not mark the starting point for preparations, but rather the final stage of validating and completing measures that have already been put in place.
